Does this work for women of color? Does it cause flashback?

Yes! The powder shows up white regardless of skin color. All you would need to do is make sure you blend it in. I like to apply a thick powder puff all over my cheeks and nose and let it set for at least 5 minutes without blending it. (I do my hair or eyes while its setting.) Then take a big fluffy brush or a beauty blender and just blend it in. Just remember that it does have alot of shimmer so only apply it in places you want the sun to hit.  If you used it all over you may end up looking like one of those vampire kids in Twlight. 

Can I put it all over my face? & is it gd for oily skin?

You can put it all over your face but very lightly, I found that I'd if you put too much it kind of gave me this chalky weird look. It last all day but doesn't hold up well in heat if you sweat, it starts breaking up the makeup. So I would say it probably wouldnt work well for oily skin. I am dry to normal and it worked but when I left the gym after sweating my makeup looked cakie. But I can tell you even though the Laura Mercier one is expensive, your makeup will hold through anything.
