can you use this on the outside of a metal tin for candles?

I don't see why not. I used them to decorate a champagne bottle.

How well does this rhinestone ribbon stick to license plate frames? Does the adhesive do well in hot weather?

I did not use it on license plate , but can tell you their the adhesive is very sticky and strong should hold in heat very well.
