Can i played european pal snes games in my american snes with this?

Some, but not all. If any import game has a CPU chip, like SFX games, or has region lock boot coding, it won't boot. Also if it's optimized for 50Hz PAL only, it'll play too quick.

Is there a version that does the opposite? (snes to super famicom)

I have not come across one yet. You could just buy a retro 3 and play that way. I know they will play New Famicom and Super Famicom games.

Can i play nes on snes?

With this device, no you cannot. This is meant so you can play Japanese super famicom games which is the Japanese version of Super Nintendo. So if you find a Japanese game that you can't find here you can use this device to play it on your American System.

Couldnt you just snap off the pegs that keep you from putting super famicom games in a Super Nintendo? And that’s free.......

You are not asking the right question, what you need to ask is why is NTSC different than PAL. When you find that out, you won't just break off tabs.
