Please Does the 21 cm include the handles? I will use it in my air fryer and 21 cm will fit but any larger it will not

No - the basket is 21cm square but it measures 25.2 cm over the outside of the two handles. It fits nicely in my Tower Vortex air fryer oven & is a good quality stainless steel. You may be able to bend the handles up with a hammer on a solid surface though.
