I cannot get the cream to dispense, the blue collar is off and I have turned the nozzle but after several pumps it will not work. Any ideas?

You have to pump it quite a number of times to get rid of the air that's in the top of bottle. Then the cream will come out on each push.

Is good to apply on face ?

I use it on my face with no ill effects.
